U.S. Army Corps of Engineers Public Notice: Five-Year Review for Pohakuloa Training Area, Island of Hawai’i The United States Army Corps of Engineers has completed a Five-Year Review of the environmental remedies implemented for two Pohakuloa Training Area sites, POTA-03 (Landfill 1) and POTA-06 (Landfill 2), located on the island of Hawai’i. The purpose of this review was to determine if the selected remedies continue to be protective of human health and the environment. Any issues identified that impact the remedies’ protectiveness, as well as recommendations to address those issues, have been included in the Five-Year Review Report. Site POTA-03 (Landfill 1) was used for waste disposal activities until its closure in 1977. Site POTA-06 (Landfill 2) was also used for waste disposal activities until its closure in 1993. Previous investigations conducted at both sites identified the following soil contaminants: petroleum, oil and lubricants. The selected containment remedy for both sites was the installation of exclusionary fencing, institutional controls for maintenance of the landfill boundaries and surface, long-term management of the landfill exclusionary boundaries, and semi-annual inspections. The selected remedy for POTA-06 also included the construction of an impermeable landfill cap and long-term management of the landfill cap. The remedies for POTA 03 and POTA-06 will remain in effect unless the areas are restored to conditions that allow for unlimited use and unrestricted exposure. The Army completed this Five-Year Review as required by the Comprehensive Environmental Response, Compensation, and Liability Act, commonly known as Superfund, and the National Contingency Plan. The Five-Year Review Report documents the methods used for the review, and the findings and conclusions based on a records review and a site inspection. The Hawai’i Department of Health provides regulatory oversight support concerning environmental cleanup measures.
