NOTICE OF CONSULTATION SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006) KAIWILAHILAHI STREAM BRIDGE AND HONOLII STREAM BRIDGE REHABILITATION PROJECT DISTRICT OF HILO, ISLAND OF HAWAII, AHUPUAA OF LAUPAHOEHOE, WELOKA, KIKALA,&PAUKAA FEDERAL-AID PROJECT NUMBER: BR-0100(083), COUNTY JOB NO. E-4533 TAX MAP KEY(S): (3) 3-5-003:035, (3) 3-5-003:055, (3) 3-5-008:006, (3) 3-5-008:010, (3) 3-5-008:018, (3) 3-5-008:028, (3) 3-5-008:999; and (3) 2-6-012:024, (3) 2-6-012:029, (3) 2-6-012:034, (3) 2-6-012:999, (3) 2-7-014:001, (3) 2-7-014:999, (3) 2-7-038:001 Notice is hereby given that the Federal Highway Administration (FHWA) and County of Hawaii Department of Public Works (County) propose a bridge rehabilitation project involving Kaiwilahilahi Stream Bridge and Honolii Stream Bridge on Hawaii Island. This federally funded County project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). Both bridges are located north of Hilo on Hawaii Island. Kaiwilahilahi Stream Bridge is located on Old Mamalahoa Highway approximately 20 miles north of Hilo, in the Papaaloa area. Honolii Stream Bridge is located on Kahoa Street, approximately two miles north of Hilo, in the Honolii area. The proposed work for each bridge will consist of structural repairs due to spalling and delamination on concrete parapets, deck slab soffit, beams, girders, arch rib abutment and columns. This work will require removal of the deficient concrete area, reinforcement replacement, concrete patching, and applying sealant. The asphalt concrete wearing surface on the bridge deck will also be removed and replaced. Where base course is present, it may be recompacted and/or replaced. Vegetation clearing would be required at both bridges during construction. No permanent utility relocations are anticipated. Changes to existing signage and roadway striping may be needed on the bridge and approaches. The proposed Area of Potential Effect (APE) for each location consists of the bridge footprint, existing roadway, bridge approaches, foot access, and designated construction staging areas as shown on the maps. Construction of the improvements would be contained within or directly adjacent to the existing operational right-of-way.
