NOTICE OF CONSULTATION SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006) KAIWIKI BRIDGE #1 AND OPEA STREAM BRIDGE REHABILITATION PROJECT DISTRICT OF HILO, ISLAND OF HAWAII AHUPUAA OF KAIWIKI, MAUMAU, KIKALA, HONOHINA, OPEA, PELEAU,&AWA FEDERAL-AID PROJECT NUMBER: BR-0100(082), COUNTY JOB NO. E-4534 TAX MAP KEY(S): (3) 2-6-009:049, (3) 2-6-012:024, (3) 2-6-012:029, (3) 2-6-012:033, (3) 2-6-012:034, (3) 2-6-012:999; and (3) 3-1-003:999, (3) 3-2-001:003, (3) 3-2-001:018, (3) 3-2-001:999, (3) 3-1-003:030, (3) 3-1-003:032 Notice is hereby given that the Federal Highway Administration (FHWA) and County of Hawaii Department of Public Works (County) propose a bridge rehabilitation project involving Kaiwiki Bridge #1 and Opea Stream Bridge on Hawaii island. This federally funded County project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). Both bridges are located north of Hilo on Hawaii Island. Kaiwiki Bridge #1 is located on Kahoa Street approximately two miles north of Hilo in the Kaiwiki/Honolii area. Opea Stream Bridge is located approximately 15 miles north of Hilo between Hakalau and Ninole, on the Old Mamalahoa Highway. The proposed structural repair work will involve repairs due to spalling and delamination on concrete railings, deck slab soffit, beams, girders, arch ribs, abutments, and columns. Additional work for each bridge will consist of asphalt concrete wearing surface replacement, metal railing/guardrail upgrades and associated adjustments to sign and striping locations. The proposed Area of Potential Effect (APE) for each location consists of the bridge footprint, existing roadway, bridge approaches, foot access, and designated construction staging areas as shown on the maps. Construction of the improvements would be conducted within or directly adjacent to the existing operational right-of-way.
