NOTICE OF CONSULTATION SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006) MAMALAHOA HIGHWAY SAFETY IMPROVEMENTS PU’UWA’AWA’A AHUPUA’A, NORTH KONA DISTRICT, HAWAI’I ISLAND FEDERAL-AID PROJECT NUMBER: HSIP-190(018) TAX MAP KEYS: (3) 7-1-001:999, 7-1-003:999, 7-1-005:999 Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of Transportation, Highways Division (HDOT) are proposing a safety improvements project. This federally federal funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). The proposed project is located in the ahupua`a of Pu`uwa`awa`a, district of North Kona, Hawaii Island, Hawaii. The Area of Potential Effect (APE) is the existing road right-of-way (ROW) of the Mamalahoa Highway (SR 190), between the mile posts of 17.9 to 20.8 and from 21.3 to 26.2. The roadway is approximately 7.8 miles in length with a 50 feet wide ROW. The area of the APE is approximately 47 acres. Stockpiling and staging areas are included within the APE. The project includes installation of shoulder rumble strips, speed limit signs, additional signage on curves, shoulder widening where required and new guardrail where required. Proposed disturbance below the surface is limited to minor grading for extending the existing paved shoulder and potential for new guardrail installation immediately beyond the roadway shoulder. Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE.
