Public Notice of Intent to File Application The Kawaihae Village Sewage Treatment Association (KVSTA) intends to file an application for federal financial assistance with the U.S. Department of Agriculture, Rural Development, Rural Utilities Service. The project entails reconditioning of KVSTA’s existing wastewater treatment plant by adding additional capacity and installing a drainfield.
