PUBLIC NOTICE
REQUEST FOR PROPOSALS FOR
THE COUNTY OF HAWAII’S
AFFORDABLE HOUSING PRODUCTION (AHP) PROGRAM
The County of Hawaii (County), through its Office of Housing and Community Development (OHCD), will be requesting proposals for the AHP Program funds from qualified developers, eligible non-profit and for-profit organizations, public agencies, and community land trusts beginning May 1, 2023. Proposals shall present projects that address the program’s objectives to support, increase, and sustain affordable rental and owner-occupied housing production in the County, meet eligibility requirements, and comply with the AHP Administrative rules effective April 9, 2023.
Funding for the AHP Program funds is made possible through Ordinance 22-77, which appropriates at least $5,000,000 per year for the OHCD to facilitate programs that support affordable housing production. For Fiscal Year (FY) 2022-23, the OHCD received $9,000,000 and anticipates a minimum of $5,000,000 for FY2023-24, for a total of $14,000,000. The actual amount of AHP Program funds awarded will be based on the final allocation amount in the approved FY2023-24 County budget.
Proposals will be accepted electronically only through an online application platform which will be available on the OHCD website www.hawaiicounty.gov/ahp starting May 1, 2023 and will be due at 4:30 pm HST on June 30, 2023.
Organizations considering proposal submissions and interested members of the community are invited to participate in virtual informational sessions which will be held on the following dates via Zoom:

Persons requiring special needs may call the OHCD at 808-961-8379 at least seven (7) calendar days prior to the hearings so arrangements may be made to accommodate them.
