NOTICE OF PUBLIC HEARING
Pursuant to 24 Code of Federal Regulations (CFR), Part 905.300(b)(3), the Hawaii Public Housing Authority (HPHA), Department of Human Services, hereby provides notice that it will hold a public hearing on (1) the Proposed Capital Fund Program (CFP) 5-Year Action Plan for Fiscal Years 2022-2026 and (2) the Proposed CFP 5-Year Action Plan for Fiscal Years 2023-2027.
Background: The CFP provides financial assistance in the form of grants to public housing agencies (PHA) to carry out capital and management activities including those listed in Section 9(d)(1) of the United States Housing Act of 1937.
A CFP 5-Year Action Plan describes a PHA’s plans and budgets for Capital Fund activities in the following five year period. These activities address findings identified by the U.S. Department of Housing and Urban Development (HUD) through its Physical Needs Assessment and Energy Audit, Public Housing Assessment System.
To be authorized to spend CFP Grants received for Fiscal Years 2022 and 2023, the HPHA must electronically submit the CFP 5-Year Action Plans through HUD’s Energy and Performance Information Center for review and subsequent approval by the HUD Honolulu Field Office.
Public Review: The (1) Draft CFP 5-Year Action Plan for Fiscal Years 2022-2026 and (2) Draft CFP 5-Year Action Plan for Fiscal Years 2023-2027 are available for public viewing at the HPHA’s School Street Campus and its site management offices on weekdays between 7:45 a.m. to 4:30 p.m.
