NOTICE OF PUBLIC HEARING FOR
HAWAII’S PROPOSED REGIONAL HAZE STATE IMPLEMENTATION PLAN, REVISION 1
FOR THE SECOND IMPLEMENTATION PERIOD (2018-2028)
(Docket No. 24-CA-PA-05)


In accordance with Hawaii Revised Statures §342B-13(c), the Department of Health, State of Hawaii (DOH) will hold a public hearing for the subject Regional Haze State Implementation Plan (RH-SIP), Revision 1 for the second planning period of the U.S. Environmental Protection Agency’s (EPA’s) Regional Haze Rule (RHR) at 9:00 a.m. Hawaii Standard Time on April 19, 2024, as follows:

The proposed Revision 1 to the RH-SIP contains federally enforceable permit limits to address requirements of the RHR to: 1) improve visibility on the most impaired days and 2) ensure no visibility degradation occurs on the clearest days for each Class I area in the state (Haleakala National Park on Maui Island and Hawaii Volcanoes National Park on Hawaii Island). These goals and the long-term strategies for achieving those goals are included in the RH-SIPs covering each ten-year period up to 2064. Hawaii has committed to implementing its long-term strategy to improve visibility by including fuel switching to ultra-low sulfur diesel, addon air pollution controls, and other requirements to shut down units during and after this second regional haze planning period.

Copies may be requested for a fee of five (5) cents/page plus postage. Please send written requests to the Clean Air Branch listed above or call Mr. Mike Madsen at the Clean Air Branch at (808) 586-4200 to request a copy.

DOH can provide auxiliary aids or services (e.g., sign language interpreter, large print, accessible parking) if the above Oahu office of the Clean Air Branch receives such a written request at least ten (10) days prior to the hearing.

Interested persons are invited to attend the public hearing to present testimony on the proposed RH-SIP. Persons desiring to testify should submit two (2) copies of their testimony prior to the hearing.

DOH will make a final decision on Revision 1 of the RH-SIP after considering all presented testimonies from the hearing and will send notice of the final decision taken with respect to the proposed RH-SIP.
