U.S. Army Publishes Final Environmental Impact Statement for Army Training Land Retention at Pohakuloa Training Area on Hawai’i Island In accordance with the National Environmental Policy Act (NEPA) and the Hawai’i Environmental Policy Act (HEPA), the Department of the Army (Army) published a Final Environmental Impact Statement (EIS) to analyze the Army’s proposed retention of up to approximately 22,750 acres of the 23,000 acres of land currently leased to the Army by the State of Hawai’i (“State-owned land”) at Pohakuloa Training Area (PTA) on the island of Hawai’i. Substantive written comments received during the Second Draft EIS review period have been incorporated and presented in the Final EIS.
