Repeals the definition of “affordable rental housing,” amends the definition of “affordable rental rate,” and amends subsection (h) Eligibility for affordable rental housing class. Bill 40: Amends Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning) of the Hawai’i County Code 1983 (2016 Edition, as Amended), by Changing the Zone Map Classification from Agricultural – 10 Acres (A-10a) to Agricultural – 5 Acres (A-5a) at Pana’ewa, Hilo, Hawai’i, Covered by TMK: 2-2-048:013 (Por.) (Applicant: Ho’oulu-Lahui) (Area: approx. 12.043 acres). Allows the applicant to subdivide the property that currently houses Kua O Ka La New Century Public Charter School and enable the school to transition from a lease agreement to fee-simple ownership. Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 9; Noes: None; Absent: None; Excused: None.

Bill 41: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2025. Decreases the appropriation in the Transfer to Housing Fund account ($451,221); and appropriates the same to the HOME Program Income Repayment account. Ayes: Council Members Galimba, Hustace, Kagiwada, Kaneali’i-Kleinfelder, Kierkiewicz, Kimball, Onishi, Villegas, and Chair Inaba – 9; Noes: None; Absent: None; Excused: None.

Bill 42: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2025. Increases revenues in the Interest – Other Federal account ($660,000); and appropriates the same to the Emergency Rent Assistance 2 COVID-19 account ($600,000), Hawai’i Island Landlord/Tenant Mediation account ($10,000), and 2021 Hawai’i Island Homeowner Assistance Program-Administration account ($50,000).
