Bill 47 (Draft 2): Amends Chapter 6 of the Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to Transient Accommodations. Adds a new article requiring most transient vacation rentals and hosting platforms for transient vacation rentals to register with the County before operating; provides for enforcement and penalties. Bill 48: Amends Ordinance No. 24-32, as Amended, the Operating Budget for the County of Hawai’i for the Fiscal Year Ending June 30, 2025. Appropriates revenues in the Federal Grants – Federal Transit Administration Section 5304 Formula account ($270,000); and appropriates the same to the Federal Transit Administration Section 5304 Formula account. Appropriates revenues in the Federal Grants – 2025 Pathways to Removing Obstacles Housing account ($1,500,000); and appropriates the same to the 2025 Pathways to Removing Obstacles Housing account. Bill 50 (Draft 2): Amends Chapter 19, Article 11, Section 19-90, of the Hawai’i County Code 1983 (2016 Edition, as Amended), Relating to Real Property Taxes. Changes the required appropriation of residential tier two property tax revenue for housing and homelessness from a fixed proportion of 75 percent to a fixed amount of $9,000,000. Increases revenues in the Federal Grants – Justice Assistance Grant-Special Response Team Capability Enhancement Grant account ($78,671); and appropriates the same to the Justice Assistance Grant-Special Response Team Capability Enhancement Grant account, for a total appropriation of $129,028.
