AND REQUEST FOR PROPOSALS FOR THE COUNTY OF HAWAI’I’S
2026 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND
EMERGENCY SOLUTIONS GRANT (ESG) PROGRAMS
The County of Hawai’i’s Office of Housing & Community Development (OHCD) and the State of Hawai’i Housing Finance and Development Corporation (HHFDC) are beginning HUD’s Consolidated/Action Plan process for Program Year (PY) 2026. As required by federal regulations, the County, in conjunction with HHFDC, will hold public hearings on the following dates:

The purpose of these public hearings is to hear views and comments from citizens on housing and community development needs and the past performance of the U.S. Department of Housing and Urban Development’s (HUD’s) CDBG program.
The County encourages its citizens, especially persons of low- and moderate-income, minorities, and non-English speaking persons, as well as persons with disabilities, to participate in the public hearings and share their comments and views.
Persons requiring special accommodation may call the OHCD at 808-961-8379 at least ten (10) calendar days prior to the hearings so arrangements can be made. Citizens who are unable to attend these hearings may submit testimony on their housing and community development needs by August 21, 2025 to Kehaulani Costa, Housing Administrator, 1990 Kino’ole Street, Suite 102, Hilo, Hawai’i 96720, or by e-mail to ohcdcdbg@hawaiicounty.gov.
2026 CDBG PROJECT PROPOSALS
The County of Hawai’i is seeking project proposals for its CDBG program from eligible applicants to include in its 2025 and 2026 Annual Action Plans to HUD.
The goal of the CDBG program is to encourage the development of viable communities by providing decent housing, suitable living environments, and expanding economic opportunities for persons of low- and moderate-income. The County expects to receive approximately $2,600,000 in PY2026, subject to congressional appropriations. 2025 and 2026 ESG PROJECT PROPOSALS
The County of Hawai’i is seeking project proposals for its ESG program from eligible applicants to include in its 2025 and 2026 Annual Action Plans to HUD.
The primary objective of the ESG program is to support activities that provide basic shelter and essential supportive services to individuals experiencing homelessness or at-risk of becoming homeless. The County is procuring its 2025 allocation of $250,000 and its anticipated PY2026 funds of $250,000, subject to congressional appropriations. CDBG and ESG project applications will be available on the OHCD website www.housing.hawaiicounty.gov/ starting September 2, 2025 and will be due by 4:30 p.m. HST on November 14, 2025. CDBG project proposals will only be accepted electronically through an online application platform.
