US Army Corps of Engineers Honolulu District PUBLIC NOTICE Five-Year Review Formerly Used Defense Site Waikoloa Maneuver Area South Kohala District, Island of Hawaii TheWaikoloa Maneuver Area (WMA) is a Formerly Used Defense Site (FUDS) property which consists of approximately 185,000 acres in South Kohala. It was licensed for use by the Department of Defense from December 1943 through August 1945 for combat training in support of the war in the Pacific. The U.S. Army Corps of Engineers (USACE) is initiating its Fifth Five-Year Review of the environmental remedies implemented at six munition response sites (MRSs) within the WMA, South Kohala, Hawaii. Five-Year Reviews are required by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The purpose of a Five-Year Review is to evaluate the implementation and performance of the selected remedy to determine if the remedy is or will be protective of human health and the environment. Five-Year Reviews also identify any potential issues impacting the remedy that have been identified and provide recommendations to address them. The Five-Year Review Report documents the methods used for the review, and the findings and conclusions based on a records review and a site inspection. This Fifth Five-Year Review includes evaluation of the following MRSs: Projects 02, 07, 08, 09, 18 and 22. The Decision Documents identified surface and subsurface munition removal and land use controls (LUCs) as the remedies for Projects 02, 07, 08, 18, and 22; LUCs were selected as the remedy for Project 09. The LUCs for all MRSs consist of implementing a 3Rs (Recognize, Retreat, Report) explosives safety educational program and preparing a LUC Implementation Plan. This Fifth Five-Year Review Report is scheduled for completion by March 1, 2026.
