NOTICE OF CONSULTATION SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006) HAWAII BELT ROAD KOLEKOLE STREAM BRIDGE REHABILITATION WAILEA AND HONOMU, KUHUA AHUPUAA, HILO MOKU, ISLAND OF HAWAII FEDERAL-AID PROJECT NO. BR-019-2(081) TAX MAP KEYS (TMKs): HAWAII BELT ROAD RIGHT-OF-WAY (ROW) (3)2-9-003:999; (3)2-8-015:999; AND PORTIONS OF TMK PARCEL: (3)2-8-015:015 Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of Transportation (HDOT) propose to rehabilitate the Kolekole Stream Bridge (Bridge No. 001000190308549) along the Hawaii Belt Road (State Route 19) in the vicinity of Honomu, Hawaii island. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). The proposed undertaking includes the rehabilitation of the Kolekole Stream Bridge. The primary purpose of the project is to address deficiencies identified during the latest bridge inspection conducted by the HDOT. The proposed project activities will include the following: Replacing the heavily corroded deteriorated superstructure, such as the steel truss members, bearings, gusset plates, rivets, etc. Repairing spalling in the concrete deck and railings. Cleaning and painting the steel members following replacement. Installing scour protection at the pier foundation, which may involve in-water work. Conducting soil mitigation if lead-impacted soils are found beneath the bridge. Removal of the temporary Acrow structure that supports the bridge. Excavation is not expected to be necessary for this project. However, if lead-impacted soils are found beneath the Kolekole Stream Bridge, excavation may be required as part of a lead remediation plan that has been preapproved by the Hawaii Department of Health. The Area of Potential Effects (APE) is approximately 7 acres located mostly within Hawaii Belt Road and is designated for working areas, construction staging, and material stockpiling. Most of the APE is located within the Hawaii Belt Road ROW (2-9-003:999 and 2-8-015:999). However, one parcel mauka of the highway ROW (2-8-015:015) includes Kolekole Gulch Park and will be used to access the foundations of the bridge and for staging. The land in Kolekole Gulch Park is owned by the state but is managed by the County of Hawaii through its park system, as mandated by an executive order. Vegetation clearing within the APE may be necessary to provide access to bridge foundations and stage equipment and materials. See attached APE Map and site photos. Pursuant to Section 106 of the NHPA, Native Hawaiian organizations and Native Hawaiian descendants with ancestral, lineal, or cultural ties to, cultural and historical property knowledge of, and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE.
