PUBLIC NOTICE
SUBSTANTIAL AMENDMENT TO 2018, 2021 AND
2024 ACTION PLANS FOR VARIOUS U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) GRANT PROGRAMS
In accordance with the County of Hawaii’s approved Citizen Participation Plan, a substantial amendment to the County’s Action Plan requires the publication of a public notice to notify citizens of the draft amendment and its availability for comments during the comment period from April 15, 2025, to May 15, 2025.
The County of Hawaii’s Office of Housing and Community Development (OHCD) is proposing amendments to the following projects and providing affected citizens an opportunity to submit comments.
The OHCD is amending its 2018 Action Plan, 2021 Action Plan and 2024 Action Plan to transfer $2,250,000.00 of FY24 Home Investment Partnership (HOME) funds, $450,000.00 of unobligated FY21 HOME Community Housing Development Organization funds, and $113,214.84 of FY18 Tenant-Based Rental Assistance HOME funds to the Kukuiola Phase 2 Permanent Supportive Housing project in Kailua Kona for additional funding necessary to award the construction contract.
The OHCD is also amending its 2021 Action Plan to obligate $1,817,225.00 of HOME – American Rescue Plan funds and amending its 2024 Action Plan to obligate $2,830,351.00 of FY24 National Housing Trust Fund program funds to Kuakini Heights Apartments, an affordable housing project, in Kailua-Kona.
The OHCD is also amending its 2024 Action Plan to obligate $251,421.00 of Emergency Solutions Grant (ESG) funds to the HOPE Services Keolahou Emergency Shelter for shelter operations, rapid re-housing and homelessness prevention.
The OHCD will consider any comments and views expressed by citizens on the proposed amendment, and may modify the amendment, if it deems appropriate.
Citizens who wish to comment on the amendment must submit their comments in writing to the OHCD at 1990 Kinoole Street, Suite 102, Hilo, Hawaii 96720, or e-mailed to ohcdcdbg@hawaiicounty.gov by May 15, 2025.
