Waikoloa Maneuver Area (WMA) is a Formerly Used Defense Site (FUDS) property which consists of approximately 185,000 acres in South Kohala. It was licensed for use by the Department of Defense from December 1943 through August 1945 for combat training in support of the war in the Pacific.

U.S. Army Corps of Engineers (USACE) completed its Fifth Five-Year Review of the environmental remedies implemented at six munition response sites within WMA, South Kohala, Hawaii. Five-Year Reviews are required by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) to evaluate the implementation and performance of the selected remedy and determine if the remedy is or will be protective of human health and the environment.

Five-Year Reviews also identify any potential issues impacting the remedy that have been identified and provide recommendations to address them. The Five-Year Review Report documents the methods used for the review, and the findings and conclusions based on a records review and site inspection. This Fifth Five-Year Review includes evaluation of the following munitions response sites: Projects 02, 07, 08, 09, 18 and 22.

Project 02 Protectiveness Deferred: More information is needed to determine if the cleanup remedy is protective of human health and the environment. The next step is to complete the data gap investigation for areas that were part of earlier non-time-critical removal actions (NTCRAs) to see if any unacceptable risks from munitions and explosives of concern (MEC) remain. This investigation is expected to take about two years.

Project 07 Protectiveness Deferred: More information is needed to determine if the cleanup remedy is protective of human health and the environment. The next steps include: 1) Complete the data gap investigation for areas that were part of earlier NTCRAs to see if any unacceptable risks from MEC remain. 2) Conduct a remedial action design to identify which limited access areas can have MEC removal completed and determine if areas can be classified as low-use, no-evidence-of-use, or areas where the risk is acceptable due to inaccessibility. This investigation is expected to take about five years.

Project 08 Protectiveness Deferred: More information is needed to determine if the cleanup remedy is protective of human health and the environment. The next steps include: 1) Complete the data gap investigation for areas that were part of earlier NTCRAs to see if any unacceptable risks from MEC remain. 2) Develop and implement a visual survey work plan to determine the total acreage of “obstructed” and “uninvestigated areas recommended to remain uninvestigated (Hapuna Golf Course Fairways and Greens)” that a MEC removal could be carried out and document any potential changes to the Decision Document. This investigation is expected to take about five years.

Project 09 Protective: Land use controls (LUCs) remain protective of human health and the environment. LUCs include implementing a 3Rs explosives safety educational program.

Project 18 Will be Protective: LUCs are currently protective of human health and the environment. LUCs include implementing a 3Rs explosives safety educational program.

Project 22 Protectiveness Deferred: More information is needed to determine if the cleanup remedy is protective of human health and the environment. The next step includes completing the data gap investigation for areas that were part of earlier NTCRAs to see if any unacceptable risks from MEC remain. This investigation is expected to take about five years.
