NOTICE OF PUBLIC HEARING
Pursuant to Chapter 91, Hawaii Revised Statutes, notice is hereby given that the State of Hawaii Department of Health (DOH) will hold a virtual public hearing on the proposed simultaneous repeal of Chapter 11-156, Hawaii Administrative Rules (HAR), entitled "Communicable Diseases," and adoption of Chapter 11-156.1, HAR, entitled "Communicable Diseases."
The proposed Chapter 11-156.1, HAR, declares communicable diseases, sets forth reporting requirements and measures to prevent, control, and treat communicable diseases. Proposed amendments include clarifying the required reporters of communicable diseases, updating the lists of reportable diseases and reporting timeframes, clarifying DOH's authorities related to the investigation, prevention, and control of communicable diseases, establishing administrative remedies for persons who have had their property damaged or seized as part of an investigation, clarifying confidentiality requirements, and making other amendments with the overall goal of improving the communicable disease reporting process/compliance and the investigation, surveillance, and control of communicable diseases in order to protect the public health.
The public hearing will be held virtually using Microsoft Teams on Wednesday, October 22, 2025, from 10:00 a.m. to 11:00 a.m.
Persons may present live video/oral testimony via internet or telephone during the virtual online public hearing. To participate in the hearing, you will need either a computer with internet access, video camera, and microphone, or a telephone. To receive the weblink for the virtual hearing, please email your request to DOH.epi1@doh.hawaii.gov at least 48 hours prior to the hearing date above. In your email request, please include your full name and phone number. A confirmation email will be sent to you with instructions and the meeting link and call-in telephone number.
All interested persons shall be afforded the opportunity to submit oral or written testimony on the proposed administrative rules at the virtual public hearing. If written testimony will be presented at the hearing, please send a copy of the testimony to the DOH at least 48 hours before the hearing to DOH.epi1@doh.hawaii.gov.
Persons who are not able to attend the public hearing may submit written testimony by email to: DOH.epi1@doh.hawaii.gov or by mail to: DOH Disease Outbreak and Control Division, 1250 Punchbowl Street, Room 443, Honolulu, Hawaii, 96813. All testimony must be received no later than Wednesday, October 29, 2025, 4:00 p.m.
